Hamilton County Schools is committed to identifying and supporting students with disabilities through the Child Find process, as required by Part B of the Individuals with Disabilities Education Act (IDEA). Child Find ensures that all children from 3 through age 21 who may need special education services are identified, located, and evaluated, regardless of the severity of their disability.
Referrals for screening or evaluation can be made by school staff, families, or community members at any time. Parents also have the right to request an evaluation, prompting a school meeting within 10 days or a mutually agreed upon date. The district collaborates closely with families and professionals to determine each child’s needs and provide appropriate supports.
Exceptional Education
Hamilton County Schools’ Exceptional Education Department is committed to serving students with exceptionalities, including those identified as gifted, by fostering inclusive, supportive learning environments. Through strong partnerships with families and community agencies, we ensure that every student receives services tailored to their unique strengths and needs. Guided by each student’s Individualized Education Program (IEP), our team delivers a range of educational options such as general education access, small group instruction, specialized classes, enrichment programs, and homebound services. Our goal is to empower all learners to thrive academically, socially, and emotionally, preparing them for a future without limits.
Child Find Assessment Services
Amy's P.A.L.S.
The Preschool Assessment Center is a district-run site where young children are evaluated by a team of professionals to identify developmental needs and determine eligibility for special education services. Referrals to PALS may come from Tennessee Early Intervention Services (TEIS), parent, pediatrician, or other community agencies.
Private/Homeschool Assessment Services
In Tennessee, non-public schools include private, church-related, and independent home schools. Unlike public schools, the state’s approved non-public schools are not operated by a local education agency or the Tennessee Department of Education. Hamilton County Department of Education is responsible for assessing children who are homeschooled in Hamilton County or who are privately schooled in Hamilton County (regardless of the family’s place of residence) and who are suspected of having an educational disability. This includes students who are parentally-placed in private schools. This responsibility begins at age 3 and goes through age 22.

Parent requests for records, please contact your child’s case manager. Schools outside of HCS, located in TN, please complete the records request in TNPULSE. Schools out of HCS, located in states other than TN, or private schools within TN, please email us.
